This is just one year that the States General of the press was completed: end of January 2009, French President Nicolas Sarkozy announced that public authorities reverting EUR 200 million per year for three years, to help newspapers to face the changes necessary for the transformation of the sector. Objective: addressing substantive issues. Among other things: inadequate distribution system, which devalues the profession of seller of newspapers, higher printing costs from 30 to 40 average European, content responding poorly to the expectations of readers... Balance step on a few major measures.
Reform of the distribution

Several reports were presented to the public authorities: that of Bruno Lasserre, in July 2009, and then that of Arnaud de Puyfontaine, in September. But the record is complex: the challenges of the future reform go beyond only necessary economies. So with the drop in sales of newspapers, Presstalis (ex-NMPP) is threatened cash - so deposit balance - crisis, as early as 2010. In fact, the courier press, inherited from the post-war system, must be completely delivered flat. Left to break taboos. The Prime Minister has assigned a mission in the sense to finance Inspector Bruno Mettling. Its report, expected by end of March, should be followed by decisions.
Help broadcasters
The reform of the distribution of the press should particularly increase the remuneration of the sellers of newspapers, which some survive difficult. Pending its implementation, the 14,000 key broadcasters have received exceptional assistance of 4.000 euros each, for a total of EUR 56 million in 2009. But the envelope of EUR 13 million for assistance to the computerization is, it, not been entirely consumed in 2009.
Assistance to the portage
It was one of the States General priority sites: it absorbs the largest annual envelope of EUR 70 million. The effects of this aid should however play in full this year (read below).
Free subscriptions for young readers
To encourage young people of 18 to 24 years to read the newspapers, 212.000 free subscriptions they have been proposed since end of October: 197.000 subscriptions were sworn to date, with more success for the national daily press ("release", "The world", "Les echos", but also the "International Herald Tribune"), for the regional. Quotas not served on the PQR may be reallocated by end February. Annual cost: 10 million euros, of which 5 million paid by the State and 5 million by the editors.
Online help for the press
Online Press editor status was created late October and Matignon services began to come together to distribute the envelope of EUR 20 million to be distributed to eligible sites. In total, 70 files have been received for requested EUR 30 million. The allocation of subsidies and advances should be decided at the end of the next scheduled meeting on 16 February 2010.
Assistance in the modernization of printing
It is to accompany the modernisation of the printing - and the start of a part of their workers: the State has provided for an envelope of EUR 75 million. Last October, SPQN (Union of the national daily press) signed an agreement with a declining enrolment in printing Parisian 350 people on a total of 1,000 approximately, in exchange for a comprehensive plan for the conversion and training with the Union of the book (SIP - CGT). A plan which should then be extended to the PQR.
